Decide which water it is
Dry weather with every fixture off points at the supply; after a storm, at the ground; up through the floor drain, at the sewer. Only the supply is ours to locate.

Why the first question is not where
The step that saves the most, said plainly.
Many calls about water in a basement here are answered before anyone drives over. If it arrives with rain along the joint where wall meets floor, the ground is the source. If it rises from the floor drain, the sewer is. Neither is a supply leak, and a locating visit would find nothing to locate.
When it is the supply, the basement meter says whether the leak is past it, in the house, or before it, on the buried line to the B-box. Those are different searches with different tools — a thermal camera and pressure tests indoors, acoustic gear and tracer gas outside — and knowing which before arriving shortens both the visit and the bill.
